Are certain build going to counter other builds, is the best build going to win not matter what, or a combination of both? this is obviously saying 2 ppl of equal skill, i would imagine a combination of both.. you have to have a good enough or at least viable pvp build, but also one that works against everyone, or at least the more builds as you can go against

From the set up of the arenas (which i havnt seen but 1) there will be multiple viable builds, but they have health globe spawns which you need to take advantage of in order to maximise the potential of your builds.

I'm just gonna copy and paste what I said in a different topic that relates to this.
This is going to be very greatly dependent on skills and classes. While not completely balanced like rock, paper, scissors, I think some classes and combination of skills/runes will be better against others.
To put it into perspective. You pick a monk and put as many offensive attacks and mobility abilities as possible. All of the runes will be focused of slowing the enemy and/or increasing your speed. At that point, you have yourself a range dominating class, however you will get utterly smashed by a barbarian.
Your next choice is to put +damage runes and many defensive spells such as serenity and heals which will help your greatly against a Barbrian (possibly putting you on even ground in melee combat) but at the same time you will be very easily kited by range classes.
Any WoW player can relate to this. Best class that showed this was a Mage. In many cases (altered patch to patch though) Fire/Arcane were the nuking specs of the character. Great against other range classes but not so much against melee. Frost mages on the other hand, could /rollface on their keyboard and still beat a Warrior with 90% health left. (Sarcasm but you get my point)

ya it seems like the barb and monk will smash on the dh or the wizards, but it looks liek the wd with all the cc might counter the monk and barb.. though it does depend on your build of course

of course there will be "flavour of the moth" builds and counters to them.but i guess blizzard will adress this with frequent patches
